Thetford Select Board Meeting


THETFORD SELECTBOARD MINUTES

MARCH 18, 2002

Present: Paul Raymond, Sara Ferguson, Rick Barrows, Mary Spata, Mark McMahon

Review of town telephone charges revealed $41.05 per line for four lines at town hall at an eight cent per minute long distance charge, which seems acceptable.

Dave Allen from Northeast Waste contacted Paul Raymond regarding pending litigation involving injury at Thetford Recycling Center and was referred to Darlene Brisette at Vermont Legue of Cities and Towns.

Helen Sawyer and Warren Bacon joined the meeting to express concern about unregistered vehicles on neighboring properties in Stevens Road district. Selectboard will contact property owners. Sawyer and Bacon left the meeting.

Selectboard will also contact resident regarding volitile organic compound (VOC) spills on Cadwell Road.

Selectboard will follow-up on dog complaint with owner Theresa Davidonis.

Selectboard thanks Brenda Magoon for her work at recent rabies clinic.

Road Commissioner Dave LeFevre joined meeting reporting that truck #3 needs to be assessed regarding loud engine knock that developed earlier in the day and front end all wheel drive on grader needs evaluation; he is also investigating cost of new teeth for York Rake quoted at $8.88 per tooth for 53 tooth rake from Hill Martin.

Selectboard authorized Mr. LeFevre to purchase VOC (volitile organic compound) containment unit for town garage and an office computer in consultation with Rick Barrows.

Road areas currently requiring attention include: Godfrey, New Boston, Sawney Bean, Picknell, Gove Hill, Robinson Hill, School House and Latham Roads. Selectboard provided Mr. LeFevre with written areas of concern. Mr. LeFevre left the meeting. Road crew will be asked to post two week schedule of priorities at Town Garage.

Approved driveway permit for Dan Clifford on Norford Lake Road as reviewed by Road Commissioner.

Approved overweight vehicle permit for Rowell's Excavation of West Fairlee.

Paul Raymond reported that Hanover Dispatch is charging Town of Thetford for calls to old emergency information number that continues to be used by residents. Selectboard will remind residents to use 911 or 785-2200 to avoid additional charges. Cost for the past year in excess of $3000.

Motion to enter executive session to discuss personnel matters at 8:30 p.m. (Spata/McMahon) approved unanimously. Executive session ended at 9:45 p.m.

Selectboard authorized Roberta Howard to hire temporary office help and requested that Martha Howard's work be performed at Town Hall.

Sara Ferguson is working on updating information regarding relocation of Recycling Center to Thetford Hill. It was recognized that Mr. Raymond's apology to Mr. Bonnett regarding incident at Recycling Center last weekend was appreciated and selectboard encouraged Mr. Raymond to apologize to Ms. Miller.

Minutes of 3/11/02 amended. Motion to approve minutes as ammended (Spata/Ferguson) approved unanimously.
