JULY 1, 2002

 

Meeting called to order at 6:45 p.m.

Present: Mark McMahon, Paul Raymond, Mary Spata, Rick Barrows and Moses Delphia

Discussed dog complaints with Animal Control Officer Moses Delphia. Will contact residents who have not registered dogs by April 1 deadline and issue citations as needed. Complaint on untethered dogs on Sawnee Bean Road, Mark McMahon will pursue to relocate dogs or impound. Mr. Delphia will purchase a two-way radio and a beeper as well as necessary gloves. Selectboard thanked Mr. Delphia for the great work he is doing.

Discussed two options for paving Tucker Hill Road. One is to top coat the entire road and the other option is to grind and pave half the length of the road for the $125,000 budgeted. Although the state Agency of Transportation felt the road did not need grinding, others believe grinding the road will provide a better road bed for a much longer duration.

Paul Raymond will obtain necessary hazardous material emergency information for the town garage and town hall as well as the missing parts for the eyewash station.

Ply rating on tires for truck 2 and 4 is inadequate and consequently improper wear requires replacing tires immediately.

Road crew is working on ditching and grading roads. Concern about unauthorized improvements to

class 4 section of Turnpike Road. Mr. Raymond will investigate and have work stopped tomorrow. Owner will be asked to meet with the Selectboard next week. Mr. Delphia left the meeting at 7:30 p.m.

Fire Chief Don Fifield, Fire Department Trustee Penny Sirjane and FAST Squad President Mariah Capurso joined the meeting. They discussed concerns about services from the Upper Valley Ambulance Staff as well as subsequent meetings and interactions during the past year. Discussed options and how to proceed. Selectboard thanked them for their concerns and the excellent services they provide for the Town of Thetford. Ms. Capurso, Ms.Sirjane and Mr. Fifield left the meeting.

Mr. Phillip Call has been hired as police chief effective July 8, 2002 at which time a swearing-in ceremony will take place at 6:00 p.m. at Town Hall. A brief reception will be held to which all are invited. Additional receptions will be arranged.

Town Hall Renovation Committee has hired a Construction Manager Team from Neagley and Chase of South Burlington based on the extensive work they have done in historic preservation. Next meeting will be July 10, 4 p.m. at Town Hall. Selectboard authorized payment of Smith and Vansant invoice for June services. Motion to accept proposal from Shep Butler for Landscape Architectural Services for schematic design at a discounted hourly rate, (Raymond/Barrows) approved unanimously. Mr. Butler has also proposed purchasing the outhouse at the rear of the Wallace Vault for $750 which the town historic society does not wish to retain per Charles Latham and Marian Fifield.

Listers expect to mail the real estate valuation booklet on July 3. Grand List total is due to be filed with the state even though it may change due to appeals.

Property owners with delinquent taxes were notified to respond by June 30. They will receive notification of pending tax sale.

Motion to accept Pike Industries proposal to regrind and pave 6,100 feet of Tucker Hill Road for $124,989 moved and seconded (McMahon/Raymond), approved unanimously.

Minutes of 6/17/02 approved as written (Spata/Raymond) unanimous.

Motion to adjourn at 10:30 p.m. approved unanimously.
