Thetford Select Board Meeting


THETFORD SELECTBOARD MINUTES

August 11, 2003

 

Present: Mary Spata, Paul Raymond, Mark McMahon, Marilyn Cook (clerk)

 

Guests: Frank Thurston, Road Commissioner; Allison Rogers, Reporter for Connecticut

Valley Spectator; Phil Call, Thetford Police Chief

 

6:35 pm- Meeting was called to order.

 

Phil Call informed board of satisfactory results of background check done on candidate for police officer. He recommends hiring candidate to cover varied shifts on Tuesday through Saturday.

 

Motion to hire Jim Lanctot to work for police department (Thurston/Spata) Unanimous.

 

Mr. Call left the meeting at 6:45 pm

 

Frank Thurston reported on road repairs caused by severe rains and flooding, including Tucker Hill Rd, Sawnee Bean Rd, and Poor Farm Rd. All work related to flood damage is being tracked by Mr. Thurston for application of federal assistance.

 

Ken Robinson joined the meeting at 6:45 pm.

 

The Selectboard and Mr. Thurston give special thanks to the Thetford Road Crew, Larry Godfrey, Evan Rowell, Gary Ulman, Murdo Limlaw, Ken Smith, Tim Ulman, Doug Stone, Thetford and Strafford Fire Departments, Orange County Sheriff's Department and others who rallied together to provide assistance.

 

Mr. Thurston left the meeting at 7:15 pm.

 

Tree work on common in Post Mills is still pending. The Selectboard would like this work to be complete by Labor Day parade. Paul Raymond will contact Rice Tree Service to find out expected date of completion.

 

Motion to approve driveway application of Joseph Huntington, Sr. at 919 W. Fairlee Rd. (Spata/Raymond) Unanimous.

 

Correspondence:

Department of Taxes with information regarding education property tax. Martha Howard, Town Treasurer; Keith Merrick; and members of the Selectboard will meet to set tax rate so property tax bills can be sent out to residents.

Environment Protection Agency (EPA)- copy of letter of response to resident, Mr. John Brown who requested information on status of Elizabeth Mines.

Members of the Strafford Selectboard and Ed Hathaway, EPA will attend the September 8 Selectboard meeting at 8 pm in Thetford re: remediation of Elizabeth Mine site. Discussion will include timelines and expected traffic routes and schedules. This meeting is response to the $3 million (federal funds-FEMA) recently released by Congress to take corrective action to secure the dam.

 

Ken Robinson left meeting at 7:25 pm.

 

V-Trans re: Sayre Bridge project, requesting information on the location of right-of-way. Mark McMahon will respond.

 

Tracy Borst joined the meeting at 7:35 pm.

Treasure Island is hosting a beach party on 8/15. Town staff are invited to attend. Tracy will distribute notice to staff.

 

Logistics of upcoming, temporary move of entire town office staff, files and furniture to the new space were discussed.

 

Ellis Paige joined the meeting at 7:50 pm.

 

Ms. Borst left the meeting at 7:55 pm.

 

Mr. Paige questioned relief for landowners as a result of the heavy rains and flooding. If it is determined a disaster area, landowners may be eligible for assistance. Private property damage will be included in the town's application for assistance. Selectboard is interested in getting an estimate of repair costs from property owners.
