Thetford Select Board Meeting


THETFORD SELECTBOARD MEETING

January 26, 2004

Present: Mike Brown, Paul Raymond, Mary Spata, Rick Barrows (6:50 pm), Marilyn Cook (clerk)

Guests: Dave Turner, Steve Ingalls

Meeting called to order at 6:40 pm.

Dave Turner thanked the Selectboard for their response to his concerns about Sawnee Bean Road. The condition of that road has improved. He was concerned that Colby Rd. South was not plowed or sanded last Friday, while other roads were taken care of. The road was slippery and a person slid backward into the snow bank. The Selectboard will follow up with the foreman. Mr. Turner left the meeting at 7 pm.

There will be a special meeting of the Selectboard on 1/27 at 5 pm to sign the 2004 Warning for Town Meeting.

Completion of the Annual Report is on schedule; Rick Barrows gave an update on the progress.

Since a plan for the payment of the new backhoe has not yet been determined, the town is unable to insure or register it. Therefore, it cannot be used until these details are worked out.

Update on Treasure Island septic- system was thawed and pumped out.

Tracy Borst, Town Clerk joined the meeting at 7:15 pm to get more information for the Town Report. The pre-town meeting is scheduled for February 23 at 7:30 pm. Selectboard, Highway, Financial and Food Shelf reports are in progress. Ms. Borst left the meeting at 7:40 pm.

The Selectboard note their appreciation to the Town Clerk for her assistance with the Town Report. They are also appreciative of the Peabody Library's donation of a wooden bookcase to the Town Offices.

Discussion of the recycling committee&emdash; Number of waste streams may be able to be reduced in the future, along with a better system for usability in the future.

Sara Ferguson joined the meeting at 7:45 pm. She distributed a drawing of the new Town Office that will be used in the Town Report.

Motion to appoint Sara Ferguson to continue as a member of Thetford Recycling Committee (Spata/Brown) Unanimous.

Ms. Ferguson met recently with Allison Rogers, Reporter for the Connecticut Valley Spectator to share her knowledge and thoughts about the recycling center. Ms. Ferguson left the meeting at 7:55 pm.

Motion to approve Check Warrant #52.3 (special revenues) in the amount of $18,000 to Fairbanks Mills, with condition that the offsetting revenues be recorded in the same fiscal year. (Raymond/Brown) Unanimous.

Motion to approve Check Warrant #4.2 (highway fund) in the amount of $82,409.93 for period 1/1/04 to 2/29/04. (Brown/Barrows) Unanimous.

Motion to approve Check Warrant #4.1 (general) in the amount of $26,395.41. (Barrows/Raymond) Unanimous.

Move to approve minutes of January 19, 2004 as amended. (Brown/Barrows) Unanimous.

The newsletter of Two-Rivers Ottauquechee announces grant money that is available for GIS parcel maps. This may be of interest to the Listers.

The Listers cannot use funds requested for a consultant until 30 days after approval at Town Meeting.
