THETFORD SELECTBOARD MINUTES

June 14, 2004

Present: Paul Raymond, Mary Spata, Mike Brown, Marilyn Cook (clerk)

Agenda: Town Highway Update; Herb Gray- paving of Church Lane in E. Thetford; Jill Graff, Treasurer; Theresa Davidonis- Town Status of Jackson Brook Rd.; Matt Fraser- Town Status of Jackson Brook Rd.; Interview Candidates for Town Highway Foreman

Meeting called to order at 6:38 pm.

Jill Graff, Treasurer, joined the meeting at 6:40 pm. She distributed check warrants and budget reports. The date of eligibility for the life and short-term disability insurance has been changed to date-of-hire for new employees. Selectboard Chair, Mark McMahon, will sign the letter verifying the change.

Herb Gray joined the meeting at 7:00 pm.

Ms. Graff left the meeting at 7:10 pm.

Mr. Gray requests the town take over Church Lane, due to increased number of houses and amount of traffic. Selectboard and planning commission would need to review and modify town road policy for changing the status of private roads to town roads. A review of the policy is a long-term goal of the selectboard. Mr. Gray has offered to pave part of the road if the town accepts it.

Mark McMahon arrived at 7:15 pm.

Mr. Gray left the meeting at 7:20 pm.

Town Highway Update:

Grading of roads is underway.

Mr. McMahon is overseeing the department and meets with the crew regularly. Three applicants for the foreman position will be interviewed.

The parking lot of the town hall needs to be prepared for September voting. Mary Spata will get an outside estimate on parking lot work, including culvert and curbing.

There will be a public hearing with the Thetford Hill Village Improvement Society on July 12 at 8:00 pm on Thetford Hill common to hear the proposal for a walking path between Thetford Academy and Library Road.

Matt Fraser and Suzanne Howe joined the meeting at 7:45 pm to discuss the status of Jackson Brook Rd to Pero Hill Rd. Mr. Fraser understands that a portion of that road was thrown up about ten years ago. His deed does not site a town road on his property. The selectboard will research town records and leave the information with the town clerk. Mr. Fraser and Ms. Howe left the meeting at 8:00 pm.

A candidate for road foreman joined the meeting at 8:00 pm.

Ellis Paige joined the meeting at 8:05 pm requesting the town patch the Bridge on Tucker Hill Road until the work can be completed. Mr. McMahon will coordinate with road crew. Mr. Paige left the meeting at 8:10 pm.

Recycling Center Committee met June 10, 2004 to hear about various recycling options from John Fay of Greater Upper Valley Solid Waste District. Four members of the committee recently viewed the Norwich Recycling Center. The next meeting will be held on July 8 at 7 pm.

Motion to enter Executive Session at 8:15 pm to interview candidates for Road Foreman. (Spata/Brown) Unanimous.

Marilyn Cook left the meeting at 8:15 pm.

Motion to end executive session to interview road foreman candidates at 9:35 p.m.

(Spata/Brown) unanimous.

Mr. McMahon will check candidates' references and the board will select a candidate at its next meeting on June21.

Selectboard agreed with Thetford Energy Committee plan to test elimination of proposed streetlights on Thetford Hill through Thetford Center. Residents will be notified prior to the lights being shut off.

Motion to approve Check Warrant #19.1 (general) in the amount of $9,715.33, #19.2 (highway) in the amount of $3,695.96 and #19.4 (payroll) in the amount of $10,047.17. (Raymond/McMahon) Unanimous.

Motion to accept the minutes of June 7, 2004 as amended (Spata/Brown) unanimous.

Motion to adjourn at 10:15 p.m. (Raymond/Brown) unanimous.
