THETFORD SELECTBOARD MEETING MINUTES

July 19, 2004

 

Present: Mary Spata, Mike Brown, Paul Raymond, Marilyn Cook (clerk)

Guests: Jim Lanctot, Police Officer

 

AGENDA: police department operations, review of auto accident, Post Mills Airport operations (move to 7/26 agenda), review minutes, W. Fairlee Rd. truck traffic, civic pride award plaques, re-opening of '02 grand list (moved to 7/26 agenda), any other business

 

Meeting called to order at 6:38 pm.

 

Police Department Operations during Officer Lanctot's absence:

Officer Lanctot reported that Lyme would be unable to provide coverage due to different state with different line of authority. Thetford's agreement with Lyme refers to emergency situations. Norwich, Orange County and Vt. State Police departments are options for the selectboard to pursue. Officer Lanctot also noted the need for authorized personnel to process mail that comes in to the Thetford Police Department.

 

The police chief search committee has interviewed a third candidate. The committee meets again on July 26.

 

The selectboard has received an incident report involving damage to a vehicle that occurred on Tucker Hill Rd. The police department will investigate further.

 

Roberta Traub joined the meeting at 6:55 pm with concerns about traffic speed on Ely Rd. She requests that the speed limit be lowered and removal of brush covering road signs. Selectboard will review the speed limit and contact road foreman to remove the brush. The selectboard will follow-up with Ms. Traub. Ms. Traub left the meeting at 7:05 pm.

 

Officer Lanctot left the meeting at 7:15pm.

 

Motion to approve Check Warrant # 24.2 (general) in the amount of $7,456.91 and #24.1 (general) in the amount of $23,806.04. (Brown/Spata) Unanimous.

 

An anonymous donor is arranging for a plaque to honor residents who have received civic pride awards. The selectboard reviewed the resident's questions.

 

Motion for formal approval of a $50 floral arrangement for Frank and Mary Thurston's committal service. (Raymond/Spata) Unanimous.

 

Zoning Administrator, Bill Thrane, is hiring an administrative assistant for 4-8 hours a week. An ad has been placed in the Valley News.

 

Chuck Wise, Two Rivers-Ottauquechee Regional Commision (TRORC) joined the meeting at 7:40 pm. He reviewed the draft grant application for the walking path between Library Rd. and Thetford Academy. Town staff or TRORC consultant can complete project management. Selectboard should submit comments on the application to Chuck Wise by July 27. The deadline for the grant application is August 13. The selectboard will discuss further at the next meeting.

 

Motion to approve the minutes of June 28, 2004, as amended. (Spata/Raymond) Unanimous.

 

Mary Spata attended the Planning Commission meeting on July 13. The commission is reviewing the draft of Thetford's town plan. The next meeting is July 20 for a continuation of the review. Next Steps include a public meeting and selectboard hearings.

 

Mr. Raymond recommends a discussion with the state to put in a temporary flashing sign or other warning sign at the end of Barker Rd when the straight entrance is blocked off, requiring all vehicles to make a 90-degree turn. More discussion is needed.
