THETFORD SELECTBOARD MEETING MINUTES

September 13, 2004

 

PRESENT: Mary Spata, Mike Brown, Paul Raymond, Marilyn Cook (clerk)

 

GUESTS: Doug Stone (Road Foreman), Allison Rogers (Reporter for Connecticut Valley Spectator)

 

Meeting called to order at 6:32 pm by Mike Brown.

 

Doug Stone reported that paving jobs begin on September 27. The road crew will return to a five-day workweek the week of 9/27. An open position on the road crew will be advertised in the Valley News.

 

Lou Cadwell has signed an agreement to repair any damages to Jackson Brook Road caused by his logging.

 

Mower broke over the weekend and Truck #3 will have repairs done next week.

 

Rick Barrows joined the meeting at 6:45 pm.

Doug Stone left the meeting at 7:20 pm.

 

Move to appoint Donna Durkee as a Town Lister to fill a vacant position. (Barrows/Brown) Unanimous.

 

Motion to approve Listers' request to hire Diane Osgood as Listers' Clerk for the remainder of the fiscal year. (Spata/Raymond) Unanimous.

 

Motion to appoint Bill Thrane as the Zoning Administrator. (Spata/Brown) Unanimous.

 

Bill Halsey joined the meeting at 7:25 pm and Jessica Londa joined the meeting at 7:30 pm.

 

Motion to accept the minutes of August 30, 2004, as amended. (Spata/Brown) 3 in favor. Paul Raymond abstained, as he was absent from that meeting.

 

Brown's Nursery submitted a proposal for plantings at the Recycling Center. Mary Spata is waiting for a proposal from Jim Lamontagne.

 

Mike Brown reported that the cost for three-phase power to operate a compactor system at the Recycling Center would be $25,000-$30,000, ruling out that option as a new trash system.

 

Jon Harrington, Engineer, will develop a site plan for the Recycling Center.

 

Bob Walker and Mark McMahon joined the meeting at 7:40.

 

The selectboard chair, Mark McMahon, signed an overweight permit for T. Barnaby Trucking.

 

Energy Committee members, Bob Walker, Jessica Londa and Bill Halsey, updated the board on the feedback of the trial period in which approximately seventeen street lights on Thetford Hill and in Thetford Center have been turned off. Due to safety concerns for pedestrians, seven lights have been turned back on. Community reactions include 36 residents in support of the reduced lighting, ten opposed to reduced lighting and nine who have no preference or mild concern for pedestrians. A public meeting will be held on September 27 for residents to discuss their reactions.

 

The town may consider municipalization of street lighting for greater control of street lighting and reduced costs. The Energy Committee will draft a letter for the board to review.

 

Mr. Walker, Ms. Londa, Mr. Halsey and Ms. Rogers left the meeting at 8:55 pm.

 

Motion to authorize the road crew to purchase a tailgate sander for less than $2,500 for Truck #2. (Barrows/Brown) Unanimous.

Motion to approve Check Warrant #30.5 (general) in the amount of $871.41, #32.1 (general) in the amount of $102,687.21, #31.2 (general) in the amount of $1,327.25, #31.1 (general) in the amount of $7,375.34 and #31.4 (payroll) in the amount of $13,090.57. (Barrows/Raymond) Unanimous.

 

The deadline for the Police Chief search has been extended to include late applications.

 

Treasurer, Jill Graff, provided the selectboard with year-to-date budgets and detailed departmental reports.

 

Motion to increase Listers, Janet Stowell and Denise Adams, pay from $10.35 to $11.00 an hour, effective as of the next pay period. (McMahon/Brown) Unanimous.
