THETFORD SELECTBOARD MINUTES
June 13, 2005

Meeting called to order at 7:00 pm by John Bacon
Chuck Wise reviewed the status of grants that he is working on:
The Thetford Center Common Grant is being closed out.
Mr. Wise reviewed the Request for Proposal (RFP) for the Thetford Hill Village Transportation Enhancement project
Motion to accept the Thetford Hill village Transportation Enhancement Project RFP. (Spata/Brown) Unanimous.
The Zoning/Subdivision Grant has been closed out. TRORC is still willing to work with the town on its zoning needs. A draft of the zoning bi-laws will be made available to the public.
Chuck Wise left the meeting at 7:30 pm.
The selectboard notes the passing of Frank Barker Jr. and send condolences to his family.
Town Plan Discussion-
A special meeting with the selectboard and planning commission will take place on Wed June 15 at 7:15 pm at the town office to discuss and ask questions about the draft town plan. An announcement of the meeting will be posted in the Valley News, on Thetford community boards and on the list serve.
Ken Gulick suggests overlaying the draft land map with a topographical map and suggests a greater area of business.
Mark Sultzer, Vt. Law School student, arrived at 8:15 pm. Ken Robinson left at 8:20 pm. Jennifer Davey and Dave Fisk arrived at 8:25 pm and Ken Gulick left.
Bill Shepard, Sarah Tilden, Alford Stone, Nicole Leibon and Li Shen arrived at 8:30 pm.
Concerns were raised about the use of the Post Mills Natural Area for Springer Spaniel field trials. Some residents feel that it poses an unreasonable risk (lead shot) to the water supply for several homes in that community. The conservation commission has concerns about protection of habitat and introducing non-native birds. The Easement and Management Plans were discussed. There is a restriction that land-use not take over the land completely so that others may not use it. There is also a 12-car parking restriction.
Motion to permit John Halpin to use the Post Mills Natural Area for Spaniel field trials. (Bacon/Stone) One vote- yes by Doug Stone and four votes- no. Motion is denied.
Mr. Brown will write a letter to Mr. Halpin to inform him of the selectboard's decision.
The selectboard has sent a letter of inquiry to the current owner of a hair salon in E. Thetford to determine if state permits are in place.
Ellis Paige joined the meeting at 9:20 pm to inquire about repair to Sayre Bridge. The road crew is unable to pave the entire deck due to weight restrictions; they will work on the decking to smooth the surface, as best as possible. The speed of motorists continues to be an issue. Renovations to the bridge have been postponed to the summer of 2006.
Mr. Paige left at 9:35 pm.
Doug Stone reviewed roadwork being done by the highway department. The new truck is scheduled to arrive soon. Paving schedule with Blaktop was reviewed. New employee will begin next week. Mr. Stone requests a printer and phone line for the computer in the town garage. Dave Smith will be consulted for the town hall and garage phone lines. Road signs have been ordered.

Motion to accept the minutes of June 6, 2005, as amended. (Spata/Brown) 4 in-favor. Mark McMahon abstained, as he was not at that meeting.
Motion to accept Check Warrant Reports:
#17.2 highway for $8,021.52
#20.1 general for $7,845.52
#11.4 payroll for $9,783.66 (Brown/Spata) Unanimous.
Motion to sign line of credit for $700,000 to use as a payment to Thetford Academy as tuition for Thetford students. (McMahon/Stone) Unanimous.
Selectboard needs to review and sign the Management Plan for the Post Mills Natural Area.
Marty Jacobs has resigned her position on the school board.
Papers are being filed in Orange County Environmental Court on owner of property with long-standing excess junk vehicles on property.
