Thetford Selectboard Minutes

August 22, 2005

 

Present: Mary Spata, John Bacon, Doug Stone, Mike Brown, Marilyn Cook (clerk)

 

Mariah Capurso- Thetford Fire Department, Joe Anthony- Police Chief, Allison Rogers-Reporter for Connecticut Valley Spectator

 

Meeting called to order at 7:05 PM by Mary Spata.

 

Fire Department report- Mariah Capurso

Ms. Capurso distributed information from the National Institute of Management Systems' (NIMS) website that is relevant to town government.

Reviewed plans for Labor Day Parade on September 5, 2005.

 

Mike Brown joined the meeting at 7:10 PM.

 

Paving and repairs on Tucker Hill Rd will begin on September 7, 2005.

 

State and Local Police and Thetford Fire Department worked very well together to address a boat fire on Lake Fairlee recently. There has been a greater use of fire and police departments recently.

 

Ms. Capurso left at 7:20 PM.

 

Chief Anthony shared the new Operating Policy for Thetford Police Department

 

The Chief provided a copy of a bill for work that was done on the Ford Explorer at Gateway Motors.

 

Chief Anthony left at 7:30 PM.

 

Correspondence from Animal Control Officer- The situation with the abandoned dog has been resolved; outstanding fees are still unresolved.

 

Carolyn Doody's dog has been taken to the pound by a resident. The owner has been sent written notification from the Animal Control Officer. Selectboard will ask Animal Control Officer to notify the pound keeper that a town official should be notified before accepting animals

 

Mark McMahon arrived at 7:30 PM.

 

Motion to enter Executive Session at 7:35 PM for personnel (brown/stone) Unanimous at 7:35 PM.

 

Allison Rogers and Marilyn Cook left at 7:35 PM.

 

Motion to end Executive Session at 8:50 PM.

 

Tracy Borst. Marilyn Cook, Roberta Howard, and Rick and Lori Howard joined the meeting at 8:50 PM.

 

Correspondence from John Halpin, who requests a formal response from the Selectboard regarding his request to use the Post Mills Natural Area. Mike Brown has sent him a letter.

 

Correspondence from John Fay, Solid Waste Management District- Mary Spata will speak with Ben Bradley, Thetford's representative.

 

Sales of Trash Tickets- Karin will begin selling Hartford Landfill tickets on Saturdays, with money being handled separately.

 

Tracy Borst left at 9:05 PM.

 

Town Plan Review

Correspondence with Two Rivers Ottauquechee Regional Commission. If the old plan is updated, the Planning Commission does not need to hold a hearing. The Selectboard would need to hold two public hearings. Mr. Brown will edit plan to update factual information.

 

Thetford Selectboard Minutes

Roberta Howard, Rick and Lori Howard left at 9:15 PM.

 

Reviewed draft of Outdoor Lighting and Illuminated Sign Ordinance

 

Selectboard will request Thetford Center Community Center to fly flags on specified holidays.

 

Motion to approve the minutes of August 15, 2005, as amended (Brown/Stone) 4 in-favor. Mary Spata abstained as she was absent.

 

Letter of appreciation to the town of Thetford from Jacob Bartlett for the TA/college scholarship he received.

 

Mr. McMahon will respond to letter from Ehrhard Frost regarding minutes that address confidential personnel matters.

 

Correspondence from Robert Carter, Engineer, regarding Thetford Wastewater Regulations. Mr. McMahon will forward letter to Alford Stone, Health Officer.

 

Correspondence from State of VT-District Environmental Commission #3 issued a Land Use Permit to Ernest and Arlene Silva with easement to Verizon Wireless.

 

Motion to sign contract with Dubois and King to proceed with the design work of the Thetford Village enhancement project (McMahon/Brown) Unanimous

 

Motion to approve Check Warrant Reports:

#29.1 General $2,664.17

#17.3 Special Funds $1,100.00

#16.4 Payroll $12,434.71 (Brown/Spata) Unanimous

 

Motion to adjourn at 10:10 PM. (Brown/Stone) Unanimous.
