October 3, 2005
PRESENT: Doug Stone, Mary Spata, John Bacon, Mark McMahon, Mike Brown, Marilyn Cook (clerk)
Meeting called to order at 7:03 PM.
Move to approve the 2005 Listers' Errors and Omissions statement (Brown/Bacon) Unanimous
Sean Mullen, Planning Commission; and Richard Blacklow, Nominee for Zoning Administrator; joined the meeting at 7:08 PM.
Selectboard interviewed Mr. Blacklow.
Mr. Mullen and Mr. Blacklow left at 7:40 PM. Chief Joseph Anthony arrived at 7:40 PM.
Motion to enter Executive Session at 7:40 to discuss personnel (Spata/Bacon) Unanimous.
Marilyn Cook left the meeting at 7:40 PM.
Executive Session ended at 8:10 PM.
Chief Anthony left the meeting.
Marilyn Cook, Ruth Dwyer, and Wayne Parks joined the meeting at 8:10 PM.
Ted Peters has been appointed as a Thetford Representative to the Vermont State Police Advisory Board. He will be present at the October 17 Selectboard meeting.
Move to appoint Richard Blacklow to the position of Zoning Administrator. (Brown/Spata) Unanimous
Motion to discuss personnel matters with the police department (Spata/Brown) Unanimous.
Selectboard approved $1100.00 for Janet Stowell and Donna Durkee to attend an IOAA conference in Manchester, NH in October.
Selectboard agreed to pay Janet Stowell a week's wages while she is in LA with her church assisting with hurricane disaster relief.
Darryl Bartlett does not feel comfortable with Dave Dempsey using a right-of-way access across his land to access Mr. Dempsey's land-locked piece of land. Mark McMahon will contact Mr. Dempsey and try to pursue access via other abutting property owners.
Proposals received from two out of seven requests for excavators to work on redesign at the Recycling Center property.
Sayre Bridge- Thetford Selectboard requests state address a better solution for pedestrian traffic across the bridge.
Roberta Howard, and Rick and Lori Howard joined the meeting at 8:30 PM.
Mark McMahon left the meeting at 8:38 PM.
Selectboard reviewed and edited the Land Use section of the 1999 town plan. Mike Brown will bring questions raised to Two Rivers Ottauquechee Regional Commission.
Continued review of town plan will take place at 8:30 PM next week.
Goal is to hold public hearings and have an approved town plan by the end of this year.
Ruth Dwyer, Wayne Parks, Roberta Howard, and Rick and Lori Howard left at 9:00 PM
Motion to appoint Heather Carlos to the Conservation Commission (Spata/Bacon) Unanimous.
Ms. Spata will notify Jennifer Davey of the appointment, so that she may contact Ms. Carlos.

Move to approve Driveway Permit for Ted Peters at 686 Godfrey Rd. (Brown/Bacon) Unanimous.
Motion to approve the minutes of September 26, 2005, as amended (Spata/Brown) Unanimous.
